- Development of educational content
- Digitization of educational content
- Distribution of educational content
- Software development
- Provision of computing devices
- Planning and implementation of teacher training for classroom use of devices & content, including for special needs education
- Planning and implementation of monitoring & evaluation
- Provision of Internet service
- Government
- Development of international relations
